GACC Registration Guide for Agri-food Products from 53 African Countries
A practical route from product-access screening and GACC registration to establishment verification and post-registration compliance under Order No. 280.

2026 POLICY CONTEXT
A wider opportunity — with product-level controls still in place
Tariff treatment, quarantine access and establishment registration are related, but they are not interchangeable. A viable export project must align all three.
TRADE PREFERENCE
Zero-tariff coverage for 53 partner countries
From 1 May 2026, China’s zero-tariff coverage extends across all 53 African countries with diplomatic relations with China.
- Applicable rules of origin still govern eligibility
- Valid origin documentation remains necessary
- Food-safety, quarantine and registration controls still apply
QUARANTINE ACCESS
Regional access frameworks and the “green channel”
GACC has introduced broader regional access arrangements for selected African agri-food products, including dried chilli peppers, coffee beans, cashews and wild aquatic products.
- A regional announcement may replace repeated country-by-country negotiation
- Plantations, establishments, certificates and consignments remain controlled
- Only products within the announcement’s definition are covered
ESTABLISHMENT REGISTRATION
GACC Order No. 280 is now in force
Effective 1 June 2026, Order No. 280 replaced Order No. 248 and introduced a dynamic 17-category recommendation catalogue, list registration and streamlined renewal rules.
- Baseline application documents are more clearly defined
- The 17 categories still require competent-authority recommendation
- Meat and bird’s nest registrations are not automatically renewed
REGION-WIDE ACCESS
Four products with broader African access frameworks
These arrangements create a policy basis for trade. Before shipment, verify the product definition, establishment status, certificate, packaging and listing requirements.
A regional quarantine-access model applies, while plantation, processing, packaging and phytosanitary controls remain mandatory.
The scope covers qualifying unroasted coffee beans. Roasted or soluble coffee requires a separate CIFER classification review.
Eligible in-shell or shelled cashews must meet the origin, processing, hygiene, official supervision and export-control conditions.
The regional framework excludes live aquatic animals, aquaculture products, amphibians, reptiles and aquatic mammals.
GACC REGISTRATION
From an export-ready product to a China-compliant establishment
Start with classification and access feasibility. Building documents before the pathway is confirmed is one of the most common causes of delay.
Define the product precisely
Confirm the full composition, production process, degree of processing, storage, intended use and likely HS/CIQ classification.
Verify country–product access
Review current quarantine requirements, bilateral protocols, restrictions and the relevant APR establishment list.
Select the GACC pathway
Determine whether Order No. 280 applies, whether official recommendation is required, or whether a specialist agricultural or feed pathway applies.
Assess establishment readiness
Review legal scope, plant layout, GMP, SSOP, HACCP, traceability, testing, suppliers and risk-control evidence.
Prepare the application file
Build the product-specific dossier and, where required, coordinate the competent authority’s inspection report and recommendation.
Manage GACC technical review
Prepare for document review, remote video inspection, on-site assessment or a combination, and close every corrective action.
Maintain post-registration compliance
Verify the approved scope, labels, certificates and validity period, then manage changes, renewal and first-shipment alignment.

The catalogue is dynamically managed. Final classification should be based on ingredients, process, intended use, HS/CIQ codes and the current CIFER system.

The filters and result columns mirror the main fields in GACC’s public CIFER inquiry, limited to the 53 African countries covered by this guide.
Run the CIFER search to display registration records. Combine country, product category, registration number, establishment name and status.

QUARANTINE REGISTRATION LIST
Search animal, plant and related-product registrations
Search the main public APR fields for products, establishments, registration numbers, validity dates and registration status.
Run the APR search to display quarantine-registration records. Combine country, product, establishment, registration number and status.
Snapshot compiled on 23 July 2026. An APR listing is one part of the market-access decision. Product use, HS/CIQ classification, announcement conditions, certificates and port requirements must also be reviewed.
